A '''canton''' is the second level organized administrative division of the Pillow Fortress. They exist entirely within their respective [[Province|provinces]]. Cantons do not have governments of their own, but rather the population centers within them are governed by the province's [[Canton Governing Boards]], with each canton having its own governing board.

There are two types of canton: general cantons (GC) and purpose designated cantons (PDC). General cantons are the most common, being the default. Purpose designated cantons are cantons which, as the name suggests, are created for a specific purpose, usually to assist with the operation or duty of one or another government department or agency. In the case of a PDC, the specific government department or agency for which the canton is designated will appoint the members of its Canton Governing Board.

===PDC-Conservation===

PDC-Conservations may be created to preserve some natural habitat or feature of the Principality, and are under the authority of the [[Department of the Interior]]. Such a canton would serve as a large park or to protect an endangered species by placing limits and regulations on certain aspects of the human settlement within its borders.

===PDC-Defense===

PDC-Defenses may be created to assist the [[Department of Defense]] by housing one or more [[Platinum Band]] bases or instillations. Not all bases and instillations will have their own PDC-Defense, but only those of exceptional size or secrecy.

===PDC-March===

PDC-Marches may be created along the border between the Pillow Fortress and a foreign state, typically a foreign state hostile to the Principality. PDC-Marches are under the authority of the Department of Defense, who are tasked with developing them to achieve a more defensible position than may otherwise happen if the cantons were allowed to develop in a more organic way.
