The Xeer may appoint one of their Justices, or a judge of an inferior court, to review the contents of the decree, subject to minimal redaction, in order to certify that it does not have the effect of creating some new class of crime, nor is it a bill of attainder or ex post facto law, but is indeed concerned narrowly with the security and/or defense of the Pillow Fortress.<br /> <br /> Any royal decree classified in such a manner shall be classified for no more than twenty-five years.
