It may, in extraordinary circumstances, be necessary for elements of the [[Pillow Fortress Armed Forces]] to establish a presence in territory not otherwise annexed or claimed by the Principality, but nevertheless under its authority. These areas are known as [[Occupancy|Occupancies]], and the structures which maintain order and security constitute an '''occupational government'''. The exact form of any such government is highly dependent on the territory being occupied and the context for the occupation, however there are some components which are fundamental.

==Commands==

===X Civilian Command===

[[X Civilian Command]] (X-0CIVCOM) manages Fortressian civilians attached to the occupational government and who carry out tasks which the armed forces personnel are either unable or unequipped to do.

===X Collaboration Command===

[[X Collaboration Command]] (X-0COLLABCOM) manages that segment of the occupancy's civilian population who are willing to actively collaborate with the occupational government.

===X Engineering Command===

[[X Engineering Command]] (X-0ENGICOM) plans and maintains the occupancy's vital infrastructure.

===X Intelligence Command===

[[X Intelligence Command]] (X-0INTCOM) gathers intelligence within the occupancy for both its own internal use and to be shared with the rest of the PFAF and [[Pillow Fortress Intelligence Community]] as needed.

===X Logistics Command===

[[X Logistics Command]] (X-0LOGCOM) acquires and distributes goods and materiel throughout the occupancy. It is responsible for both military and civilian logistics.

===X Occupational Forces Command===

[[X Occupational Forces Command]] (X-0OFCOM) is responsible for the PFAF units garrisoned within the occupancy and who serve primarily as territorial defense. It also has some limited authority over other units garrisoned within the occupancy but not permanently stationed there for defense, such as those being rested and reequipped.

===X Security Command===

[[X Security Command]] (X-0SECCOM) enforces Fortressian law and regulations within the occupancy, as well as engaging in counter-insurgency operations.

===X Work Command===

[[X Work Command]] (X-0WORKCOM) organizes voluntary civilian labor within the occupancy.

The [[Office of the X Military-Governor]] is the organ through which the occupational government is run day-to-day. Military-governors are the highest ranking officer within the occupancy, and are selected to lead by the [[Princess]], with or without recommendation from the Secretary of Defense.
