The Civil Service Guild is one of the permanent members of the Council of Labor, representing the civil service, that is, all government appointments and employees. Excluded from this guild is the Princess. Note that the personnel of the Pillow Fortress Armed Forces do not count as civil servants and are excluded from the guild as well.
