The Council of Territory is one of three advisory councils comprising the Principality's legislature, the Directory. It is empowered to pass laws regarding all aspects of the Pillow Fortress's territory, including the division thereof, the building of transportation networks, and the acquisition of new territory. The Council of Territory also recommends cabinet appointments to the Department of Defense, Department of the Interior, Department of Territory, and the Department of Transportation.

Composition

The Council of Territory consists of three representatives for each province of the Principality, a province being defined as the only first level administrative division. Representatives are elected from among the population of the province in which they reside, and each serve a three year term. As with all advisory councils, representatives must themselves be members of the Libertine Party. The provinces with representation on the council are:

Members

Due to the current population of the Pillow Fortress being one, there have been no elections to the Council of Territory and thus it has no members.

Committees

Like all advisory councils, the Council of Territory may establish committees of its members for the purposes of discussion, debate, and investigation, with their findings to then be presented to the council as a whole for further action. Committees may be temporary or permanent, with there being two categories of the latter, department committees and general committees.

Department Committees

Department committees provide oversight to Throne departments, typically only those the council is empowered to recommend secretaries to lead, though there is nothing in law preventing any council from establishing a committee for a department it doesn't have any authority over, any such committee's findings and recommendations would have no power. Department committees of the Council of Territory are:

Positions

Sergeant-at-arms of the Council of Territory

The Sergeant-at-arms of the Council of Territory is chosen from among the various state directors to carry out certain ceremonial duties, such as announcing the arrival and exit of the Princess, as well as maintaining order during meetings of the council.

Head Councilor of Territory

The Head Councilor of Territory is elected by the council for a three year term. The Head Councilor sets the council's agenda and determines membership on the various committees, among other responsibilities.
