Fourth Estate

The Fourth Estate is the fourth branch of the Principality's government after the Throne, Directory, and Xeer. Unlike the previous three, the Fourth Estate does not have an overarching purpose, but rather is the home of organs that require an unusually high degree of autonomy to function properly.
